How UP’s Excise Department Is Driving Revenue, Investment, and Policy Reforms

Lucknow | 6, July 2025 : The Uttar Pradesh Excise Department is changing fast. It is breaking revenue records, bringing big reforms, and attracting global investors. Dr. Adarsh Singh, the Excise Commissioner, shared these updates in a talk.

Record Revenue in Q1 FY 2025–26

Revenue Hits New High

From April to June 2025, the department earned ₹14,229 crore. This is 99% of its target of ₹14,400 crore. It is 20.7% more than the same time last year.

In June 2025 alone, the department collected ₹4,458 crore. This is a 30% jump from June 2024. It is the highest single-month rise in recent years.

What Helped This Growth

  • A fair e-lottery system for shop licenses
  • Merging beer and liquor shops into one unit
  • Fewer shops, but better retail reach
  • Strong support from the government

Other states like Karnataka, Maharashtra, and Punjab want to learn from this model.

Excise Investors Summit 2025: Big Plans Ahead

Summit on July 9 in Lucknow

The Excise Investors Summit 2025 will happen on July 9 at Indira Gandhi Pratishthan, Lucknow. It is being held with Invest UP.

After the last Global Investors Summit, UP got investments worth ₹10,000 crore. This summit will build on that success.

Goal: From Consumer to Exporter

The excise sector is more than liquor. It includes ethanol, molasses, and industrial alcohol. UP is a top state for ethanol production in India.

The goal is to turn UP into a big exporter in India and abroad. The summit will connect manufacturers, suppliers, MSMEs, and other partners.

What the Summit Aims to Achieve

Dr. Singh said the summit is not just about deals. It is about creating a place to talk, plan, and invest. They want to shape new policies too.

They expect MoUs, new ideas, and partnerships that will boost UP’s excise sector.

Big names like United Breweries and Carlsberg Group have signed deals. This happened during the UP team’s visit to the World Economic Forum in Davos.

Bira91 is setting up a new brewery in UP. Talks are on with AB InBev, Allied Blenders & Distillers, and more.

The state is also talking to investors from Singapore, China, Dubai, UK, and Malaysia.

Boost for Wine and Brewery Tourism

UP is pushing Alco-tourism too. The state started its first winery tour near Malihabad on June 15, 2025. Brewery tours will come next. New policies make it easy for tourism and excise to work together.

Digital Push: Making Work Easier

Key Tech Changes

The e-lottery system for shop licenses now runs in all 75 districts. This makes the process fair and open.

Most investor approvals are now online through the department’s portal and Nivesh Mitra. A help desk also helps with things like land allotment.

This makes it easy for investors to start projects in UP.

Focus Areas and Next Goals

What’s Next

UP Excise wants to keep growing its revenue. In FY 2024–25, it made ₹52,574 crore. This was 15.3% more than the year before. It crossed the ₹50,000 crore mark for the first time.

The department also wants to:

  • Stop fake liquor trade
  • Promote ethanol and industrial alcohol
  • Boost exports and earn foreign money
  • Create jobs for people in UP
