UP’s Excise Department to Host Key Summit, Attract Investors, and Drive the State’s $1 Trillion Economy Vision

Lucknow | 27, June 2025 : In a major push to achieve Uttar Pradesh’s ambitious goal of transforming its economy into a $1 trillion powerhouse, the state’s Excise Department is stepping up efforts to attract large-scale investments into the alcoholic beverages industry. An Excise Investor Summit has been announced for 9th July 2025 in Lucknow, where policies, opportunities, and a roadmap for a modernized excise ecosystem will be unveiled for potential investors.

Dr. Adarsh Singh, Excise Commissioner of UP, is leading the initiative. He chaired a key meeting on 26th June with an expert team from Odisha’s Excise Department to study best practices like the lottery system for liquor shops, licensing processes, pricing structure, track-and-trace methods, and digital monitoring of alcohol sales and distribution.

According to senior officials, UP is planning to adopt progressive excise policies inspired by states like Odisha, Maharashtra, and Karnataka. These policies will improve transparency and efficiency while boosting revenue and investor confidence.

Modernization and Ease of Doing Business

The state is planning to expand its network of composite liquor shops, improve supply chain management, and promote local manufacturing of quality wines and beers. Investors will be encouraged to tap into UP’s large consumer base, modern retail infrastructure, and improved governance to grow their businesses sustainably.

To shape a robust policy, four key topics will be discussed at the summit:

  • Session 2: Creating a Favourable Ecosystem for Locally-Sourced Wines & Beers
  • Session 3: Promotional Policies and Benefits for Alcohol Sector Manufacturers

Excise Commissioner Dr. Adarsh Singh emphasized that with the right excise reforms, the state’s alcohol industry can become a major contributor to the trillion-dollar target. The department is ready to provide investors with all necessary support and transparent policies to encourage new ventures and expansions.
